The first management sim with a theme/narrative was The Sumerian Game (1963). Itβs kind of like an edutainment King of Dragon Pass.
It was written and designed by Mabel Addis (With this game, the first female game designer and game writer). IBMβs William McKay programmed it.

@Andrea it certainly had promise and I wish it had continued. What I liked was the more explicit focus on being young adult focused. That's how I remember the first episodes of Dr. Who
